Grabbed the Remote Navigation toolbar, got the icon with four arrows in all directions, tried to drag the toolbar to the bottom of the screen, got the error.

I do not need to be contacted. After getting the error, the toolbar is floating and can then be docked where needed. It doesn't seem like there are any bad side-effects.

I was customising the toolbar, moving things around. I can't reproduce it though.

I grabbed the top bar to move the window (on my 2nd monitor) by it looks like I might have grabbed some menu bar item and dragged up past the top of the window frame instead.
